If the server was started with --bind-address=127.0.0.1, it will listen for TCP/IP connections only locally on the loopback interface and will not accept remote connections. Once this is done, restart MySQL with the command service mysql restart and you should be able to make your connection. Worked perfectly on my virtual private server. I set up everything, got it working but could not connect my MySql remotely whatever I did.

Tudo Beleza? If the port is in use for a new connection, that packet from the old connection could break the protocol or compromise personal information from the original connection. Check to make sure that there is no firewall blocking access to MySQL. But you can at least stop them and then restart them until your configuration file is updated.
